This Looks Like Another Country To Me...

I was at Westheimer and Hwy 6 when I saw this guy selling coke, bottled water, and snacks. Now how is this different than the usual roadside vendors? Well, I've only seen guys walk into the road selling snacks in other countries I've visited and since there are a lot of illegal aliens here in Houston. What do you think?
